UK seeks urgent Libor reform

LONDON (Reuters) - Britain is seeking urgent reform of the key interest rate rigged by a number of banks, including Barclays , in a transatlantic scandal that is threatening to seriously damage London's reputation as a financial center.

The government on Monday set the terms for a swift review of Libor, to be carried out by regulator Martin Wheatley in time for recommendations to be included in a draft law making its way through parliament.

The Libor scandal has sparked a blame game among market watchdogs in the United States and Britain who are now calling for direct regulation of the benchmark that is currently compiled and overseen by the banking industry.

"The benchmark rate is used globally for trillions of dollars worth of financial contracts. Therefore, it is clear that urgent reform of the Libor compilation process is required," Wheatley said in a statement published by the Treasury.

The BBA, which had already begun a review in March of Libor setting, its second in four years, had no comment. The FSA and Bank of England are taking part in that BBA review and its findings could be passed on to Wheatley.

Wheatley met members of the panel of banks that feed their date into the current rate-setting process on Monday.

He will publish a discussion paper on August 10 to kick off a four-week public consultation with final conclusions by the end of September.

Britain's Finance Minister George Osborne will then consider how Wheatley's recommendations can be incorporated into a financial services draft law already making its way through parliament.

The European Union's executive European Commission proposed last week making the rigging of market-set benchmarks illegal.

Other UK banks are also likely to be fined over Libor, following the $453 million penalty paid by Barclays, at a time when lenders are already being punished for mis-selling products to consumers and businesses.

UK lender Royal Bank of Scotland signaled on Sunday in a Guardian newspaper interview that it too faced a fine for its role in the rate-rigging scandal as authorities across the world probe about 20 banks.

HSBC bank said it has been named as a defendant in U.S. private lawsuits linked to Libor and its Continental European counterpart Euribor.

Lloyds , one of Britain's "big four" banks, said last week it has been subpoenaed as part of the Libor probes.

COMMODITIES

The review will also consider any provisional policy recommendations for other market benchmarks in financial markets, Wheatley said.

This would likely include benchmarks in the commodities markets such as for pricing Brent oil.

The move by Britain is the latest sign that banks will no longer be allowed to supervise Libor in future.

Bank of England Governor Mervyn King has said a global committee of central bankers he chairs will discuss Libor reform in September.

The European Commission warned last week the bloc could take over supervision of Euribor and would also be looking at other pricing benchmarks set by markets, such as oil, gold and cocoa.

Euribor is currently supervised by the European Banking Federation.

The FSA is being scrapped next year and replaced with two new regulators, one at the Bank of England, the other a standalone Financial Conduct Authority which Wheatley will head.

Thomson Reuters Corp is the British Bankers' Association's official agent for the daily calculation and publishing of Libor. The company has said it continues to support the BBA in calculating and distributing Libor rates.

AMMAN/BEIRUT (Reuters) - President Bashar al-Assad's artillery pounded rebel-held areas around Aleppo on Friday, preparing the ground for an onslaught on Syria's biggest city where the United States has said it fears a "massacre" may be imminent.

Opposition sources said the shelling, which follows intensive ground and air bombardment of the city itself, was an attempt to stop fighters from resupplying rebel units inside Aleppo.

"They are shelling at random to instill a state of terror," said Anwar Abu Ahed, a rebel commander outside the city.

The battle for Aleppo, a major power centre that is home to 2.5 million people, is being seen as a potentially game changing turning point in the 16-month uprising against Assad that could give one side an edge in a conflict where both the rebels and the government have struggled to gain the upper hand.

A rebel commander said insurgents had attacked a convoy of Syrian army tanks heading towards the city, as the government continued to redeploy forces from other parts of the country to bolster its forces there.

The fate of Syria itself - an ethnically fragmented nation of 22 million people - is likely to determine the future of the wider region for years to come amid fears that its own sectarian tensions could spill across its porous borders.

The U.S. State Department said credible reports of tank columns moving on Aleppo, along with air strikes by helicopters and fixed-wing aircraft, represented a serious escalation of Assad's efforts to crush his opponents.

"This is the concern: that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for," Victoria Nuland, a spokeswoman for the State Department, said.

"All this, taken along with the reported build-up of forces in and around Aleppo, bodes ill for the people of that city," Pillay said in statement.

MORTAR ROUNDS

Government troops stationed on the outskirts of the city unleashed barrages of heavy-caliber mortar rounds on its western neighborhoods, while Russian-built MI-25 helicopter gunships struck in the east, opposition activists in the city said.

The heavy fighting follows an audacious bomb attack that killed four of Assad's closest lieutenants in Damascus on July 18, a development that led some analysts to speculate that the government's grip was slipping.

In the first reported casualty on Friday, a man of about 60 wearing a traditional white prayer outfit was killed near a park in Aleppo. His body was placed in a mosque pending identification.

On Thursday, thirty-four people were killed in and around Aleppo, according to opposition activists.

"The rebels have so far been nimble, and civilians have mostly been the victims of the bombardment," said activist Abu Mohammad al-Halabi, speaking by phone from the city.

Majed al-Nour, another activist, said rebels had attacked a security outpost in the neighborhood of Bustan al-Joz, which is close to Aleppo's city centre, on Thursday.

"The rebels are present in the east and west of the city, and have a foothold in areas of the centre. The regime forces control the entrances of Aleppo and the main thoroughfares and commercial streets and are bombarding the residential districts that fell into rebel hands," he said.

Nour said tens of thousands of people had fled Aleppo to nearby northern rural regions close to Turkey.

HELICOPTERS OVER DAMASCUS

In Damascus on Friday, four helicopters flew over southern areas of the capital, firing heavy machine guns into the districts of Hajar al-Aswad and Tadamon as well as the Yarmouk Palestinian refugee camp, a resident said.

"I can see two above me right now, heading towards Hajar al-Aswad," she said by telephone, the pounding of guns audible in the background. Helicopters were flying low and appeared to be targeting specific buildings.

A Syrian parliamentarian from the northern province of Aleppo said on Friday she had defected to Turkey, becoming the first member of the rubber-stamp assembly elected in May which is dominated by Assad's Baath Party to defect.

"I have crossed to Turkey and defected from this tyrannical regime," Ikhlas al-Badawi told Sky News Arabia.

One of the most senior figures to defect from Assad's inner circle, Brigadier General Manaf Tlas, has put himself forward as someone who could help unify the opposition inside and outside Syria to help steer a power transfer.

Tlas visited Saudi Arabia before going on to Turkey where he met Foreign Minister Ahmet Davutoglu. Turkey, a former ally of Assad and now one of his fiercest critics, has a heavy strategic stake in shaping any post-Assad leadership.

Meanwhile, a source close to the mediation effort told Reuters on Friday that international mediator Kofi Annan was still trying to forge a political solution to the Syria crisis despite being made a scapegoat for the failure of the two sides to agree.

LONDON (AP) ? Republican presidential candidate Mitt Romney caused a stir in Britain on Thursday by questioning whether the country is prepared to host the Olympic Games without a hitch and scheduling a fundraiser with the former head of a troubled bank.

The former Massachusetts governor visited with British political leaders as part of a larger effort to show he has what it takes to represent the U.S. on the world stage. But instead of highlighting ties with the America's staunchest ally, Romney may have embarrassed the Brits instead.

British Prime Minister David Cameron offered a blunt retort to Romney and other doubters, saying they will "see beyond doubt that Britain can deliver."

The stir came on the first full day of Romney's first international tour as the GOP's presumptive presidential nominee. With the U.S. still fighting one war and facing foreign policy challenges across the globe, Romney is seeking to convince American voters that he's prepared to serve as commander and chief, despite limited foreign policy experience.

He will visit three allies ? England, Israel and Poland ? in the coming days while appearing Friday at the Olympic opening ceremonies to help remind voters of his personal Olympic experience. Romney led the 2002 Winter Games in Salt Lake City, Utah, and used the games to launch his political career.

But his foreign trip got off to a shaky start.

Romney openly doubted whether Britain could handle the games, saying it was unclear whether issues that have dogged the final preparations could be overcome.

"It's hard to know just how well it will turn out," Romney told NBC News in an interview on Wednesday, two days before the opening ceremonies.

He later met with Cameron and they discussed the Olympic Games as well as alliances in Afghanistan and Syria, among other countries.

Romney declined to answer questions on whether the West should do more to intervene in Syria, suggesting that he didn't "want to describe foreign policy positions I may have while I'm on foreign soil."

Earlier Thursday, Romney and Cameron seemed to address each other through the media after Romney doubted Britain's preparedness for the Olympics. Romney suggested it's impossible for any Olympic Games to go off without a hitch; Cameron said Romney and others would soon see that England is up to the challenge.

Romney backed off his initial comment after meeting with Cameron.

"I expect the games to be highly successful," Romney declared after the meeting.

At the same time, Romney faced scrutiny for a London fundraiser Thursday night that's expected to attract employees of Barclays, which has been in the spotlight after becoming the first bank to admit its employees were involved in manipulating a key market index.

Last month, U.S. and British agencies fined Barclays a total of $453 million. In the wake of that shock, chief executive Bob Diamond resigned. Diamond had been scheduled to attend the fundraiser at the Mandarin Oriental hotel in the tony Knightsbridge district, but has pulled out. He already had sent Romney a check for $2,500.

Romney sought to steer the conversation away from the controversies.

"The world is a tumultuous and dangerous place," Romney said Thursday. "And certainly in many of the regions around the world we have great interests in having a common effort in seeing greater peace and prosperity."

As he met with British leaders past and present, the Republican also praised "the unique relationship that exists between our nations, our commitment to common values, our commitment to peace in the world and a desire to see a stronger and growing economy."

Romney, whose decades in private business gave him ample exposure to international affairs, is a former one-term governor untested on the world's political stage. He hopes to convince voters back home that he is no novice on foreign affairs and that they should feel confident electing him as president in a complex world and with the U.S. facing a myriad of security threats.

During the public portion of his meeting with Cameron, Romney weighed in again after his comment about the Olympics drew attention across Britain. "It is impossible for absolutely no mistakes to occur," he said. "Of course there will be errors from time to time, but those are all overshadowed by the extraordinary demonstrations of courage, character and determination by the athletes."

Meeting with British officials is typically one of the first priorities of any new president, and establishing those relationships beforehand can help smooth any transition. It's not unusual for American presidential candidates to meet with British leaders during the campaign; Obama did so when he took a trip abroad as the likely Democratic nominee in 2008.

Romney's weeklong trip also will take him to Israel and Poland.

On Thursday, Romney also met with former Prime Minister Tony Blair; Ed Miliband, the current leader of the Labour Party ? the opposition to Cameron's Conservative Party; and Foreign Secretary William Hague. The candidate also met with Nick Clegg, the deputy prime minister, and Chancellor of the Exchequer George Osborne, Britain's top financial official.

On Friday, Romney is scheduled to attend the opening ceremonies of the London Games.

This wasn't Romney's first meeting with Cameron; the two talked when Romney visited London in 2011. Cameron visited the U.S. earlier this year to meet with Obama and attended a White House state dinner, but he did not meet with Romney.

The meetings come a day after the Daily Telegraph published a story quoting an unidentified Romney campaign adviser saying the Republican believes the U.S. relationship with Britain is special because of shared "Anglo-Saxon heritage" that the adviser said the White House doesn't appreciate.

Romney, however, quickly distanced himself from any such view.

"I don't agree with whoever that adviser might be," Romney told NBC News, "but do agree that we have a very common bond between ourselves and Great Britain."

Nonetheless, Vice President Joe Biden and top Obama aides criticized Romney. "The comments reported this morning are a disturbing start to a trip designed to demonstrate Gov. Romney's readiness to represent the United States on the world's stage," Biden said.

Accompanying Romney to some of his meetings Thursday were former Missouri Sen. Jim Talent, an adviser, and Kerry Healey, who served as lieutenant governor when Romney was governor of Massachusetts. Three of Romney's sons ? Tagg, Josh and Craig ? also have joined him in London.

Mapping the Molecular Changes in Colorectal Cancer. | someone ...

A molecular analysis of colon and rectal tumors has yielded insights that could lead to more targeted treatments for patients with this disease, according to a report by investigators from The Cancer Genome Atlas (TCGA) Research Network. Their findings are publicly available (here and here) and summarized in Nature this month.

TCGA investigators have previously reported on the molecular changes underlying ovarian cancer and glioblastoma, an often deadly brain cancer. In the new analysis, the researchers comprehensively characterized the genomes of 224 colon or rectal tumors, as well as matched normal DNA from the donors.

After excluding from their analysis tumors that had abnormally high rates of genetic mutation (hypermutated tumors), the researchers found no significant genomic differences between colon and rectal tumors, based on a variety of measures, including the number of copies of genes and the gene expression profiles of the tumors.

But an analysis of the molecular pathways in colorectal tumors showed that pathways could be disrupted in a number of ways. Some tumors had potentially cancer-related changes in multiple pathways, suggesting to the researchers that targeting a single pathway would not be sufficient to treat these tumors.

Most of the approved treatments for colorectal cancer are chemotherapies that produce poor response rates, noted Dr. Raju Kucherlapati of Harvard Medical School, who co-led the study. The new findings could form the basis for developing and testing therapies that target the molecular changes driving the disease, he added.

?There are a number of genetic changes present [in the tumors we examined], and drugs that target many of these changes are already in development,? Dr. Kucherlapati continued. For selected patients, new targeted drugs ?have the potential to be highly effective.?

He and his colleagues in the TCGA Research Network also found that 16 percent of the tumors were hypermutated. This phenomenon may be caused by defects in a cell?s ability to repair damaged DNA. Hypermutated tumors may also be aggressive.

Three-quarters of the specimens had a genetic change called microsatellite instability, which is associated with a better prognosis.

The researchers also found that the gene IGF2, which plays a role in cell proliferation, was altered in some tumors. Drugs that target the product of this gene or its receptor are in development and could be tested in patients whose tumors have alterations in IGF2.

The data from this study ?provide an unprecedented resource for understanding this deadly disease and identifying possibilities for treating it in a targeted way,? the authors concluded.

In New Mexico, daredevil skydives from 18 miles above Earth

(Reuters) - An Austrian daredevil jumped from a balloon flying at an altitude more than 18 miles (29 kilometres) above Earth on Wednesday, falling at speeds topping 500 miles per hour (805 kilometres per hour) in a training run for his attempt to make the world's highest skydive.

Felix Baumgartner landed safely in a desert near Roswell, New Mexico after leaping from an estimated 96,940 feet (29,547 metres) wearing a pressurized space suit equipped with an oxygen supply.

The test parachute jump was the second for Baumgartner, who is on a quest to complete a record-breaking skydive from 120,000 feet (36,576 metres) in the coming weeks. He also hopes to become the first man to break the speed of sound at 700 mph (1,126 kph) in a free fall.

"Only one more step to go," Baumgartner said in a statement.

The current record for the highest altitude skydive is 102,800 feet (31,333 metres). It was set 52 years ago by U.S. Air Force Captain Joe Kittinger, who is serving as an adviser to Baumgartner.

A 43-year-old former member of the Austrian military, Baumgartner has jumped from Malaysia's Petronas Towers and Taiwan's Taipei 101, two of the world's tallest buildings.

A helium-filled balloon lifted Baumgartner into the sky on Wednesday carrying him in a pressurized capsule.

He executed a free fall of 3 minutes and 48 seconds, reaching speeds of 536 mph (862 kph), according to Red Bull Stratos, a project using the jumps to gather medical and scientific research data.

In the next jump, the size of the balloon that will carry Baumgartner will rise as tall as a skyscraper.

Terrorist Offensive Kills 106 in Iraq

A deadly onslaught of bombings and shootings killed at least 106 people in Baghdad and across Iraq, the Associated Press reported on Monday. Though no one has taken responsibility, al-Qaida in Iraq said last week that it would attempt to destabilize the country and drive the government out of power this week. More than 200 people were wounded in the coordinated terrorist attacks, the deadliest of their kind in two years.

Diplomats and international groups have condemned the attacks, which were largely aimed at Sunni populations.

Here's a closer look at the facts surrounding al-Qaida's latest offensive and the international response.

Attacks spread across the country: Neighborhoods in Baghdad, Diyala province, towns surrounding Kirkuk, and Mosul were all among the victims of the attacks, with the only Shiite-dominated town attacked being Diwaniyah. Three people were killed there, and another 25 were wounded.

In another offensive, three carloads of gunmen pulled up to an Iraqi base in Udaim and killed 13 soldiers before fleeing.

State Department says al-Qaida "going to fail": U.S. State Department Spokesperson Victoria Nuland took a question on the Iraq bombings during a Monday briefing, noting that the U.S. provides security support to the Iraqi government, though Iraq was responsible for its own security.

She said that al-Qaida in Iraq staged the Ramadan attack in an effort to turn Sunnis against their government, but said of the group that "they're going to fail. The Iraqis know they're going to fail. But regrettably, this is a bloody pattern that we've seen in years past, that Ramadan has been exploited for the agendas of terrorists and those who don't have the best interest of Iraq at heart."

Attacks foreshadowed in Najaf: The holy city of Najaf witnessed car bombs along with Baghdad on Sunday, Reuters reported. Those bombings killed 20 people and wounded another 80.

When eBay bidders see red, bids rise

If you?re planning on selling something on eBay, make sure the background color in your ad is red.

Researchers have found that red backgrounds lead to more aggressive bidding, according to a study published in the Journal of Consumer Research.

A corollary to that finding: Don?t use red on the background if you?re opting for a Best-Offer sale. Then the aggression will be directed toward you, the seller, and buyers will be trying to wangle the best deal possible.

When we?re bidding in an auction, the red effect isn?t something we can protect ourselves against because we?re not conscious of it, said study co-author Rajesh Bagchi, an associate professor of marketing at the Pamplin College of Business at Virginia Tech.

?I would suggest that you come up with a maximum price you?re willing to pay in advance so you won?t be affected by the immediate,? he added. ?If you don?t, and you get into a bidding war, there?s nothing you can do to protect yourself.?

Bagchi and his co-author, Amar Cheema, an associate professor at the McIntire School of Commerce at the University of Virginia, ran several experiments to see how color backgrounds affect buying behavior.

In one study, the researchers looked at actual eBay sales of Nintendo Wii bundles. They found that buyers upped their bids in bigger increments when the background was red rather than blue.

To see whether that was a real effect, the researchers took their study into the lab and asked 78 college students to take part in a simulated auction of Wii games. The study volunteers were randomly assigned to see a page with a red or blue background. They were told that the current bid on the game was $225 and asked to enter their highest bid.

Sure enough, the students looking at red backgrounds bid much higher. Their bids jumped an average of $63.17 more versus $35 more for those looking at blue backgrounds.

The students also filled out surveys designed to ferret out levels of aggression and arousal. Those who were looking at red reported much higher levels of aggression. And that, Bagchi said, is because red makes us feel more aroused.

In another experiment, the researchers looked at how people behave when they are in a situation where they are negotiating directly with the seller ? a situation comparable to the ?Best Offer? feature on eBay. Those who looked at red backgrounds offered less than those who saw blue.

?In an auction, you?re trying to outbid others,? Bagchi said. ?It?s a competition to acquire the item. And your aggression pushes you to bid higher. In a negotiation you?re not competing with other bidders. Instead, you?re competing with the seller to get the best deal possible, so that pushes the price down.?

Authorities: 13 dead after truck crashes in Texas

GOLIAD, Texas (AP) ? A pickup truck overloaded with passengers veered off a highway and crashed into trees in rural South Texas, killing at least 13 people and leaving 10 injured, authorities said.

Border Patrol was assisting in the investigation into the Sunday evening crash in Goliad County, about 150 miles northeast of the border with Mexico. It was not immediately clear if those involved were illegal immigrants.

Gerald Bryant, a spokesman for the Texas Department of Public Safety, said at least 23 passengers, were crammed inside the truck's cab and bed, including at least two young children whom he saw among the dead.

"This is the most people I've seen in any passenger vehicle, and I've been an officer for 38 years," Bryant said, referring to the chaotic scene in Goliad County.

The white 2000 Ford F-250 pickup was heading north on U.S. 59 on Sunday evening when it drove off the right side of the highway near the unincorporated community of Berclair in Goliad County and struck two large trees, Bryant said. Berclair is about 90 miles southeast of San Antonio.

Border Patrol, state troopers and Goliad County sheriff's investigators were investigating what caused the single-vehicle crash.

"It's unknown whether or not (the victims) were illegal, but it's possible," Bryant told the AP.

Adrian Fulton, a funeral director at Victoria Mortuary Services where 11 of the bodies were taken, said representatives from the Mexican Consulate were on the scene Sunday night.

Authorities initially said 11 people had died. Early Monday, Department of Public Safety dispatcher Cynthia Duffield in San Antonio said another two had died at hospitals overnight.

Six of those who died were still inside the mangled vehicle truck when emergency crews arrived at the scene, Bryant said.

"It's been very chaotic here, and it's very traumatic," Bryant told the San Antonio-Express News.

He told The Associated Press that several of the surviving victims had life-threatening injuries. He did not have their official conditions but described them as "very serious." The injured were taken to hospitals in San Antonio, Victoria and Corpus Christi.

A Goliad County sheriff's spokesman did not immediately return a message left by the AP.
